YES. Because Hibari isn't really a free spirit - he's a conqueror. He has this aching need to dominate - his catchphrases, his actions, all of it shows that. He has this need to dominate the world and bring it under his feet, which is why he has the Disciplinary Committe, and later the Foundation. He can't stand the thought of being subordinate to someone else - he has to dominate over something, have his own space, and have people terrified of him because fear is a sign of authority.

He's an Enforcer. I compare him a lot to a predator, an Emperor, an alpha because of that aching need to dominate. He doesn't let anyone restrict him, hold him back because those are signs of other people have authority over him. The dominating ego in him won't ever allow that. He follows his own rules, his own organization, his own entire world.

Even if it's one that's slightly deluded. xD
