Hibari traps himself in his own stereotype. He traps himself in that one niche to the point where I don't think he'll ever get himself out of it; you can tell by the way Kusakabe interacts with him. Kusakabe understands that Hibari needs him — needs a subordinate — to feel like himself. That's why he turns everyone he meets into one.
